Jakarta – Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) bersama Komisi II DPR RI menggelar Rapat Dengar Pendapat (RDP) dan Rapat Dengar Pendapat Umum (RDPU) terkait penyelesaian sengketa pertanahan di Kota Surabaya, Jawa Timur, Selasa (18/11/2025). Sekretaris Jenderal (Sekjen) Kementerian ATR/BPN, Dalu Agung Darmawan, yang hadir dalam kesempatan tersebut menegaskan komitmen Kementerian ATR/BPN menyelesaikan persoalan secara adil, transparan, dan sesuai peraturan perundang-undangan.
“Kami siap mendiskusikan hal ini agar kepastian hukum bagi masyarakat dapat ditegakkan, serta memastikan setiap proses penyelesaian ditempuh secara objektif berdasarkan data yang valid,” tegas Dalu Agung Darmawan, di Gedung Nusantara, DPR RI, Jakarta.
Kasus tersebut merupakan sengketa antara PT Pertamina yang mengklaim dua bidang tanah berstatus Eigendom Verponding (EV) dengan masyarakat yang selama ini menguasai, menempati, atau memiliki sertipikat/hak atas tanah di lokasi tersebut. Dalu Agung Darmawan mengatakan bahwa penyelesaian sengketa harus dilakukan secara hati-hati dan mempertimbangkan seluruh dokumen serta keterangan yang relevan. Dengan begitu, keputusan yang diambil benar dapat dipertanggungjawabkan.
“Penyelesaian permasalahan pertanahan ini perlu kita bahas melalui sejumlah alternatif, baik dengan menggunakan mekanisme yang diatur dalam UU Nomor 1 Tahun 2004 tentang Perbendaharaan Negara, maupun melalui ketentuan Perpres Nomor 62 Tahun 2023 tentang Percepatan Pelaksanaan Reforma Agraria,” ucap Dalu Agung Darmawan.
Sekjen Kementerian ATR/BPN mengatakan, pihaknya akan mendorong penyelesaian secara kolaboratif dengan melibatkan peran Gugus Tugas Reforma Agraria (GTRA) Provinsi, Satgas Anti-Mafia Tanah, Pemerintah Provinsi Jawa Timur, Pemerintah Kota Surabaya, Kementerian Keuangan, serta PT Pertamina.
Ketua Komisi II DPR RI, Rifqinizamy Karsayuda, mengingatkan, di samping berkaitan dengan aspek legal dan administratif, sengketa pertanahan juga menyangkut keadilan sosial dan kepastian hak masyarakat atas tanah dan ruang hidupnya. “Negara harus hadir memastikan setiap persoalan pertanahan diselesaikan secara transparan, berkeadilan, dan berpihak pada kepentingan masyarakat,” tegasnya.
Di penghujung rapat, Ketua Komisi II DPR RI berharap, seluruh pihak dapat menyepakati langkah lanjutan demi memberikan kepastian hukum kepada masyarakat. Turut hadir dalam pertemuan ini, Wakil Ketua DPR RI, Adies Kadir.
Hadir bersama Sekjen Kementerian ATR/BPN, Direktur Jenderal (Dirjen) Penetapan Hak dan Pendaftaran Tanah, Asnaedi; Dirjen Penanganan Sengketa dan Konflik Pertanahan, Iljas Tedjo Prijono; Tenaga Ahli Bidang Reforma Agraria, Rezka Oktoberia; serta sejumlah Pejabat Pimpinan Tinggi Pratama di lingkungan Kementerian ATR/BPN.
